Sustainable Security - Jeremi Suri,Benjamin Valentino Preview:

As the world shifts away from the unquestioned American hegemony that followed in the wake of the Cold War, the United States is likely to face new kinds of threats and sharper resource constraints than it has in the past. However, the country's alliances, military institutions, and national security strategy have changed little since the Cold War. American foreign and defense policies, therefore, should be assessed for their fitness for achieving sustainable national security amidst the dynamism of the international political economy, changing domestic politics, and even a changing climate. This book brings together sixteen leading scholars from across political science, history, and political economy to highlight a range of American security considerations that deserve a larger role in both scholarship and strategic decision-making. In these chapters, scholars of political economy and the American defense budget examine the economic engine that underlies U.S. military might and the ways the country deploys these vast (but finite) resources. Historians illuminate how past great powers coped with changing international orders through strategic and institutional innovations. And regional experts assess America's current long-term engagements, from NATO to the chaos of the Middle East to the web of alliances in Asia, deepening understandings that help guard against both costly commitments and short-sighted retrenchments. This interdisciplinary volume sets an agenda for future scholarship that links politics, economics, and history in pursuit of sustainable security for the United States - and greater peace and stability for Americans and non-Americans alike..

Making Mogadishu Safe - Alice Hills Preview:

This Whitehall Paper explores the ways in which Mogadishu’s inhabitants try to stay out of harm’s way, from security officials in the presidential compound of Villa Somalia to the city’s powerful district commissioners, from patrolling policemen to the women road-sweepers in the rubbish-filled alleyways of the Waberi district. Its central proposition is that security is best understood as a coherent relationship or activity based on the need for physical safety today, rather than in the future. It uses the neighbourhood-watch schemes developed in certain districts of Mogadishu - most notably Waberi - to understand the ways in which the city’s inhabitants respond to the security models promoted by international advisers..

Security and Sustainable Development in Myanmar - Helen James Preview:

Helen James considers security in Myanmar/Burma. She uses the ideas put forward in the United Nations Development Programme's 1994 report, of human, as opposed to state and security, going on to argue that freedom from want, and freedom from fear (of the regime) are in fact mutually supportive ideas, and that the security of the people and the security of the state are in fact in a symbiotic relationship with each other. Presenting new and significant information of the security concept of Myanmar/Burma, James’ original work considers economic development, health, education, environmental issues, the drugs trade, human rights, minority peoples and political, social and economic reforms, arguing that improved governance, the development of civil society and economic development would both strengthen the state and ensure the security and well-being of its citizens..

This co-edited volume provides a unified scholarly treatment of intensifying debates on the relationship between water scarcity and environmental security in Central Eurasia. Using discussions of sustainable rural development as its conceptual backdrop, the chapters in this volume combine solid empirical investigation with critical analysis of key concepts such as ‘scarcity’, ‘expert knowledge’, and ‘efficiency’. The central theme emerging from the contributions emphasizes the need to reevaluate accepted wisdom in resource studies that considers distributional conflicts over water usage as inherently zero-sum outcomes in which one player’s gains inevitably correspond to another player’s losses. Instead, the empirical and critical analyses in this book demonstrate that effective management of water resources can be re-conceptualized as the basis for regional cooperation and sustainable rural development..

This edited book examines the contemporary regional security concerns in the Asia-Pacific recognizing the ‘Butterfly effect’, the concept that small causes can have large effects: ‘the flap of a butterfly’s wings can cause a typhoon halfway around the world’. For many Asia-Pacific states, domestic security challenges are at least as important as external security considerations. Recent events (both natural disasters and man-made disasters) have pointed to the inherent physical, economic, social and political vulnerabilities that exist in the region. Both black swan events and persistent threats to security characterize the challenges within the Asia-Pacific region. Transnational security challenges such as global climate change, environmental degradation, pandemics, energy security, supply chain security, resource scarcity, terrorism and organized crime are shaping the security landscape regionally and globally. The significance of emerging transnational security challenges in the Asia-Pacific Region impact globally and conversely, security developments in those other regions affect the Asia-Pacific region..

Development is challenged by, at least until 2050, a strong population, more severe environmental strains, growing mobility, and dwindling energy resources. All these factors will lead to serious consequences for humankind. Inadequate agricultural resources, water supply and non renewable energy sources, epidemics, climate change, and natural disasters will further heavily impact human life. The European Space Policy Institute (ESPI) sheds a new light on threats, risks and sustainability by combining approaches from various disciplines. It analyzes what could be the contribution of space tools to predict, manage and mitigate those threats. It aims at demonstrating that space is not a niche but has become an overarching tool in solving today’s problems..

Human Security - Benny Teh Cheng Guan Preview:

Human security is becoming increasingly pronounced in recent years due to changes in the security landscape of world politics. Yet, inter-state relations have continued to dominate security concerns in East Asia. This has, unfortunately, eluded the broader understanding of issues and challenges facing the peoples of East Asia. Home to nations with rapid economic growth and development, East Asia is at the core of what some individuals have termed as the coming Asian Century. Years of economic liberalization and exposure to globalization have permitted the region to achieve high levels of interconnectedness from within and without in unprecedented ways. This has certainly reduced state control and opened up spaces for cross-border human activities. While economic wealth have increased substantially over the years, it has also brought about bigger income disparities, unsustainable safety nets and a surge in social problems from health issues to migratory concerns that threaten the safety and well-being of individuals. Human Security: Securing East Asia’s Future timely examines the fundamental issues causing human insecurities and evaluates the extent of which human security plays a role at the state and regional levels. Covering the different areas of threats to humans and applying case study materials, this volume provides an intellectual mix of perspectives that captures the relationship between people, state and region. This book will be of interest to those studying traditional and non-traditional security/threats, Asian human development and critical policy analysis..

International Water Law and the Quest for Common Security - Bjørn-Oliver Magsig Preview:

The world’s freshwater supplies are increasingly threatened by rapidly increasing demand and the impacts of global climate change, but current approaches to transboundary water management are unsustainable and may threaten future global stability and international security. The absence of law in attempts to address this issue highlights the necessity for further understanding from the legal perspective. This book provides a fresh conceptualisation of water security, developing an operational methodology for identifying the four core elements of water security which must be addressed by international law: availability; access; adaptability; and ambit. The analysis of the legal framework of transboundary freshwater management based on this contemporary understanding of water security reveals the challenges and shortcomings of the current legal regime. In order to address these shortcomings, the present mindset of prevailing rigidity and state-centrism is challenged by examining how international legal instruments could be crafted to advance a more flexible and common approach towards transboundary water interaction. The concept of considering water security as a matter of ‘regional common concern’ is introduced to help international law play a more prominent role in addressing the challenges of global water insecurity. Ways for implementing such an approach are proposed and analysed by looking at international hydropolitics in Himalayan Asia. The book analyses transboundary water interaction as a ‘case study’ for advancing public international law in order to fulfil its responsibility of promoting international peace and security..

Amartya Sen and Martha Nussbaum have made major contributions to development studies and social philosophy, yet sustainability issues have largely remained outside their domain despite sustainability’s significance and complex relation to their central value of freedom. This volume explores sustainability from a capabilities perspective, with the motif of human security, inviting a lively discussion within the human development family. After introducing the two approaches, authors conceptualize relationships between capabilities and the environment, examine the scientific and normative validity of environmental indicators and analyse intergenerational justice. Climate change is used to exemplify that a human security approach can add an explanatory ontology to the ethical criticisms of contemporary ways of life that champion consumerism. That ontology recognizes shared life experiences, problems and life challenges - a community of fate. The volume ends with a discussion of how the approaches can inform and sometimes critique the Sustainable Development Goals..

Sustainable Agriculture and Food Security in an Era of Oil Scarcity - Julia Wright Preview:

When other nations are forced to rethink their agricultural and food security strategies in light of the post-peak oil debate, they only have one living example to draw from: that of Cuba in the 1990s. Based on the first and - up till now - only systematic and empirical study to come out of Cuba on this topic, this book examines how the nation successfully headed off its own food crisis after the dissolution of the Soviet Bloc in the early 1990s. The author identifies the policies and practices required for such an achievement under conditions of petroleum-scarcity and in doing so, challenges the mainstream globalized and privatized food systems and food security strategies being driven through in both industrialized and more vulnerable developing regions. Paradoxically, the book dispels the myth that Cuba turned to organic farming nationwide, a myth founded on the success of Cuba's urban organic production systems which visitors to the country are most commonly exposed to. In rural regions, where the author had unique access, industrialized high-input and integrated agriculture is aspired to for the majority of domestic production, despite the ongoing fluctuations in availability of agrochemicals and fuel. By identifying the challenges faced by Cuban institutions and individuals in de-industrializing their food and farming systems, this book provides crucial learning material for the current fledgling attempts at developing energy descent plans and at mainstreaming more organic food systems in industrialized nations. It also informs international policy on sustainable agriculture and food security for less-industrialized countries..

Security of Cyber-Physical Systems - Hadis Karimipour,Pirathayini Srikantha,Hany Farag,Jin Wei-Kocsis Preview:

This book presents a comprehensive overview of security issues in Cyber Physical Systems (CPSs), by analyzing the issues and vulnerabilities in CPSs and examining state of the art security measures. Furthermore, this book proposes various defense strategies including intelligent attack and anomaly detection algorithms. Today’s technology is continually evolving towards interconnectivity among devices. This interconnectivity phenomenon is often referred to as Internet of Things (IoT). IoT technology is used to enhance the performance of systems in many applications. This integration of physical and cyber components within a system is associated with many benefits; these systems are often referred to as Cyber Physical Systems (CPSs). The CPSs and IoT technologies are used in many industries critical to our daily lives. CPSs have the potential to reduce costs, enhance mobility and independence of patients, and reach the body using minimally invasive techniques. Although this interconnectivity of devices can pave the road for immense advancement in technology and automation, the integration of network components into any system increases its vulnerability to cyber threats. Using internet networks to connect devices together creates access points for adversaries. Considering the critical applications of some of these devices, adversaries have the potential of exploiting sensitive data and interrupting the functionality of critical infrastructure. Practitioners working in system security, cyber security & security and privacy will find this book valuable as a reference. Researchers and scientists concentrating on computer systems, large-scale complex systems, and artificial intelligence will also find this book useful as a reference..

The Energy Security Paradox - Jonna Nyman Preview:

The decisions we make about energy shape our present and our future. From geopolitical tension to environmental degradation and an increasingly unstable climate, these choices infiltrate the very air we breathe. Energy security politics has direct impact on the continued survival of human life as we know it, and the earth cannot survive if we continue consuming fossil energy at current rates. The low carbon transition is simply not happening fast enough, and change is unlikely without a radical change in how we approach energy security. But thinking on energy security has failed to keep up with these changing realities. Energy security is primarily considered to be about the availability of reliable and affordable energy supplies - having enough energy - and it remains closely linked to national security. The Energy Security Paradox looks at contemporary energy security politics in the United States and China: the top two energy consumers and producers. Based on in-depth empirical analysis, it demonstrates that current energy security practices actually lead to a security paradox: they produce insecurity. To illustrate this, it develops the 'energy security paradox' as a framework for understanding the interconnected insecurities produced by current practices. However, it also goes beyond this, examining resistance to current practices to highlight that we not only can do energy security differently: this is already happening. In the process, the volume demonstrates that the value of security depends on the context. Based on this, The Energy Security Paradox proposes a radical reconsideration of how we approach and practice energy security..

Post-Conflict Studies - Chip Gagnon,Keith Brown Preview:

This book examines how the violence of conflict is transformed in the post-conflict period. Post-conflict studies seek to illuminate, theorise, and narrate the processes by which societies transition from periods of overt and violent conflict to periods of relative stability and peace. Most of the research carried out on post-conflict societies has taken place within disciplinary bounds. In contrast, this volume breaches those boundaries; though each author is grounded in a particular discipline, the chapters have been written in a spirit of interdisciplinarity. The focus of the volume is how the violence of conflict is transformed in the post-conflict period into processes that the editors have categorised as criminalisation, medicalisation and missionisation. Comprised of essays written by a diverse group of scholars and activists from anthropology, political science, international relations, law, education, religion, and military history, each section of the book looks at the concept of post-conflict in a way that problematises its common usage and highlights the importance of strongly interdisciplinary research into post-conflict societies. This book will be of interest to students of war and conflict studies, peace studies, security studies and IR in general..

Criminology and the Anthropocene - Cameron Holley,Clifford Shearing Preview:

The Anthropocene signals a new age in Earth’s history, a human age, where we are revealed as a powerful force shaping planetary systems. What might criminology be in the Anthropocene? What does the Anthropocene suggest for future theory and practice of criminology? This book seeks to contribute to this research agenda by examining, contrasting and interrogating different vantage points, aspects and thinking within criminology. Bringing together a range of multidisciplinary chapters at the cutting edge of thinking and environmental rethinking in criminology, this book explores a mix of key intractable problems of the Anthropocene, including climate change and overexploitation of natural resources that cause environmental insecurities; crime and corruption; related human insecurity and fortressed spaces; and the rise of new risks and social harms. Of interest to scholars in the fields of criminology, sociology and environmental studies, this book provides readers with a basis for analysing the challenges of, and possible approaches to, the Anthropocene at all levels (local, national, regional and international) and discusses the future(s) of criminology for improving social policies and practices..

Discover how rivalling discourses of American grand strategy reveal a fractured consensus of geopolitical identity and national security under President Obama. This conflict manifested in divergent elite visions of liberal hegemony, cooperative engagement and unilateral restraint.
