In July 2005, the National Academies released the report Strengthening Long-term Nuclear Security: Protecting Weapon-Usable Material in Russia. The report highlighted several obstacles in the transition from a U.S.-Russian cooperative program to a Russian-directed and Russian-funded fully indigenized program that will ensure the security of 600 tons of weapon-usable nuclear material at a level of international acceptability. Overcoming these obstacles requires an increased political commitment at a number of levels of the Russian Government to modern material protection, control, and accounting systems (MPC&A). Adequate resources must be provided to facilities where weapon-usable material is located for upgrading and maintaining MPC&A systems. Additionally, the technical security systems that are being installed through the cooperative program need to be fully embraced by Russian managers and specialists. The report recommends the establishment of a ten-year indigenization fund of about $500 million provided by Russia and its G-8 partners as a new mechanism for gradually shifting the financial burden of MPC&A to the Russian Government..

The United States and the Soviet Union have been negotiating nuclear arms control agreements for over twenty years, yet radical differences remain in the two sides' concept of, and approaches to, strategic stability and arms control. This book compares and contrasts those approaches, using START (Strategic Arms Reduction Treaty) as a case study. Throughout two decades of negotiation, U.S. policy has been directed toward dialogue that would encourage convergence of American and Soviet thought on nuclear deterrence. In Kartchner's view, that hope is belied not only by continuing asymmetries in the development and deployment of their strategic nuclear arsenals, but by differing U.S. and Soviet negotiating positions. The Reagan administration viewed START as a means of repudiating SALT II, restoring a measure of balance in the U.S.-Soviet strategic competition, and as a way of closing the so-called window of vulnerability. This second volume in the East-South Relations series explores the implications of Gorbachev's new thinking for regional conflicts. Because these conflicts jeopardize tranquil relations between the United States and the Soviet Union, they are perceived as contrary to the new spirit of global cooperation. This volume suggests that the accords on Southwest Africa may illustrate how the superpowers will resolve conflict, and shows how smaller powers may now have new roles cast for them by the superpowers. In 1975, Soviet-Cuban assistance to the Leninist-oriented Movement for the Popular Liberation of Angola (MPLA) was the first extensive Soviet-allied military intervention in the Third World. While the Soviet-backed Cubans propped up the MPLA, the South Africans intervened, on a smaller scale, in support of the National Union for the Total Independence of Angola (UNITA) under Jonas Savimbi. After 1985 UNITA began receiving United States support, and a military stalemate ensued. The contributors to this volume analyse how the Soviet Union and the United States used this stalemate to move the MPLA, Cuba and South Africa to settle not only their differences, but also the vexing question of the Independence of Namibia. Central issues explored are how and why South Africa and Cuba got into the Angolan arena, why they stayed so long, and why they saw fit to get out. While the authors differ on the forces at work, their debate is itself enlightening, and offers valuable insights into the policy options of regional powers. The contributors also review further steps, beyond military disengagement, needed to finally resolve the Angolan civil war, and ensure regional stability. They assess the potential for breakdown of the accords, and the likely consequences should this occur.
