Governments in the US, the UK and other nations around the world routinely consider and, in some cases, experiment with reforms of their income support systems. The basic income guarantee, a universal unconditional income grant, has received increasing attention from scholars as an alternative to the kinds of reforms that have been implemented. This book explores the political, sociological, economic, and philosophical issues of the basic income guarantee. Tracing the history of the idea, from its origins in the late eighteenth century through its political vogue in the 1970s, when the Family Assistance Plan narrowly missed passage in the US Congress, it also examines the philosophical debate over the issue. The book is designed to foster a climate of ideas amongst those specifically interested in the income support policies and more widely for those concerned with public, welfare and labour economics. Its coverage will enable readers to obtain an in depth grounding in the topic, regardless of their position in the debate..

A Basic Income Guarantee (BIG) is the unconditional government-ensured guarantee that all citizens will have enough income to meet their basic needs without a work requirement. Significant questions include: Why should we adopt a BIG? Can the U.S. afford it? Why don't the current welfare programs work? Why not guarantee everyone a job? Would anyone work if his or her income were guaranteed? Has a BIG ever been tested? This book answers these questions and many more in simple, easy-to-understand language..

Transfer State - Peter Sloman Preview:

The idea of a guaranteed minimum income has been central to British social policy debates for more than a century. Since the First World War, a variety of market economists, radical activists, and social reformers have emphasized the possibility of tackling poverty through direct cash transfers between the state and its citizens. As manufacturing employment has declined and wage inequality has grown since the 1970s, cash benefits and tax credits have become an important source of income for millions of working-age households, including many low-paid workers with children. The nature and purpose of these transfer payments, however, remain highly contested. Conservative and New Labour governments have used in-work benefits and conditionality requirements to 'activate' the unemployed and reinforce the incentives to take low-paid work - an approach which has reached its apogee in Universal Credit. By contrast, a growing number of campaigners have argued that the challenge of providing economic security in an age of automation would be better met by paying a Universal Basic Income to all citizens. Transfer State provides the first detailed history of guaranteed income proposals in modern Britain, which brings together intellectual history and archival research to show how the pursuit of an integrated tax and benefit system has shaped UK public policy since 1918. The result is a major new analysis of the role of cash transfers in the British welfare state which sets Universal Credit in a historical perspective and examines the cultural and political barriers to a Universal Basic Income..

Universal basic income (UBI) is emerging as one of the most hotly debated issues in development and social protection policy. But what are the features of UBI? What is it meant to achieve? How do we know, and what don’t we know, about its performance? What does it take to implement it in practice? Drawing from global evidence, literature, and survey data, this volume provides a framework to elucidate issues and trade-offs in UBI with a view to help inform choices around its appropriateness and feasibility in different contexts. Specifically, the book examines how UBI differs from or complements other social assistance programs in terms of objectives, coverage, incidence, adequacy, incentives, effects on poverty and inequality, financing, political economy, and implementation. It also reviews past and current country experiences, surveys the full range of existing policy proposals, provides original results from micro†“tax benefit simulations, and sets out a range of considerations around the analytics and practice of UBI..

Give a Man a Fish - James Ferguson Preview:

In Give a Man a Fish James Ferguson examines the rise of social welfare programs in southern Africa, in which states make cash payments to their low income citizens. More than thirty percent of South Africa's population receive such payments, even as pundits elsewhere proclaim the neoliberal death of the welfare state. These programs' successes at reducing poverty under conditions of mass unemployment, Ferguson argues, provide an opportunity for rethinking contemporary capitalism and for developing new forms of political mobilization. Interested in an emerging "politics of distribution," Ferguson shows how new demands for direct income payments (including so-called "basic income") require us to reexamine the relation between production and distribution, and to ask new questions about markets, livelihoods, labor, and the future of progressive politics..

A Critical Analysis of Basic Income Experiments for Researchers, Policymakers, and Citizens - Karl Widerquist Preview:

At least six different Universal Basic Income (UBI) experiments are underway or planned right now in the United States, Canada, the United Kingdom, Finland, and Kenya. Several more countries are considering conducting experiments. Yet, there seems to be more interest simply in having UBI experiments than in exactly what we want to learn from them. Although experiments can produce a lot of relevant data about UBI, they are crucially limited in their ability to enlighten our understanding of the big questions that bear on the discussion of whether to implement UBI as a national or regional policy. And, past experience shows that results of UBI experiments are particularly vulnerable misunderstanding, sensationalism, and spin. This book examines the difficulties of conducting a UBI experiment and reporting the results in ways that successfully improve public understanding of the probable effects of a national UBI. The book makes recommendations how researchers, reporters, citizens, and policymakers can avoid these problems and get the most out of UBI experiments..

Welfare Doesn't Work - Leah Hamilton Preview:

This book explores the incentives and effects of modern welfare policy, contrasted with outcomes of global basic income pilots in the past seventy years. The author contends that paternalistic and counterproductive eligibility rules in the modern American welfare state violate the human dignity of the poor and make it nearly impossible to escape the “poverty trap.” Furthermore, these types of restrictions are absent from expenditures aimed at middle and upper-income households such as mortgage interest deductions and tax-sheltered retirement accounts. Case examples from the author's years as a front-line social worker and interviews with basic income pilot recipients in Ontario, Canada, are woven throughout the book to better illustrate the effects of the current system and the hidden potential of more radical alternatives such as a universal basic income..

'Basic Income is an idea whose time has come, and Guy Standing has pioneered our understanding of it...as we move into an age where work and leisure become blurred, and work dissociated from incomes, Standing's analysis is vital' Paul Mason Shouldn't everyone receive a stake in society's wealth? Could we create a fairer world by granting a guaranteed income to all? What would this mean for our health, wealth and happiness? Basic Income is a regular cash transfer from the state, received by all individual citizens. It is an acknowledgement that everyone plays a part in generating the wealth currently enjoyed only by a few. Political parties across the world are now adopting it as official policy and the idea generates headlines every day. Guy Standing has been at the forefront of thought about Basic Income for the past thirty years, and in this book he covers in authoritative detail its effects on the economy, poverty, work and labour; dissects and disproves the standard arguments against Basic Income; explains what we can learn from pilots across the world and illustrates exactly why a Basic Income has now become such an urgent necessity..

Citizen’s Income and Welfare Regimes in Latin America - Rubén Lo Vuolo Preview:

Social protection systems in Latin America developed in a fragmented manner, offering varying access to benefits and benefit levels to population groups. In the context of widespread informal and precarious work, social insurance institutions could only provide limited coverage. In this context, progress toward a Citizen's Income policy in Latin America depends on the possibility of reappraising its importance for an integrated institutional system which promotes the empowerment and economic independence of people. A Citizen's Income policy is not only a cash transfer to alleviate poverty or a basic income for food. It is a basic right to improve democracy and encourage a more autonomous development of people living in profoundly unequal societies..

This Palgrave Pivot argues that basic income at a decent level is, in fact, affordable. The contributors approach the topic from the perspectives of three different countries—Canada, Switzerland, and Australia—to overcome objections that a universal program to keep all citizens above the poverty line would be too expensive to implement. They assess the complex array of revenue sources that can make universal basic income feasible, from the underestimated value of public program redundancies to new and so far unaccounted publicly owned assets..

The War on Normal People - Andrew Yang Preview:

From 2020 Democratic presidential candidate Andrew Yang, a captivating account of how "a skinny Asian kid from upstate" became a successful entrepreneur, only to find a new mission: calling attention to the urgent steps America must take, including Universal Basic Income, to stabilize our economy amid rapid technological change and automation. The shift toward automation is about to create a tsunami of unemployment. Not in the distant future--now. One recent estimate predicts 45 million American workers will lose their jobs within the next twelve years--jobs that won't be replaced. In a future marked by restlessness and chronic unemployment, what will happen to American society? In The War on Normal People, Andrew Yang paints a dire portrait of the American economy. Rapidly advancing technologies like artificial intelligence, robotics and automation software are making millions of Americans' livelihoods irrelevant. The consequences of these trends are already being felt across our communities in the form of political unrest, drug use, and other social ills. The future looks dire-but is it unavoidable? In The War on Normal People, Yang imagines a different future--one in which having a job is distinct from the capacity to prosper and seek fulfillment. At this vision's core is Universal Basic Income, the concept of providing all citizens with a guaranteed income-and one that is rapidly gaining popularity among forward-thinking politicians and economists. Yang proposes that UBI is an essential step toward a new, more durable kind of economy, one he calls "human capitalism.".
